@teaboxlrh I'm not a veterinarian so can't offer to lend a hand but a little delegation could get your staff more motivated. 

On a serious note, is this an issue with the Sims 4? 

Have your employees ever done the work? If so you can try raising their salary to encourage them and send them on training courses.
