@troshalom I just normally keep resetting them and they stop after a while, I know it can be draining but often I just ignore it.

I hate it too, I build are my community lots self and I hate if townies there make mass or steal something. If you use Mods Bienchen have for both behaviours mods.
She has some mods here for bugfixing(83bienchen). For make mess -> Autonomy noautonomousmakemess. I use it since forever in my modded game and this mod don’t need really an upgrade with the most patches. (She is very active and answers question in her Comments+Questions)
I really would love if I don’t need this mod but then I must disable parenthood and I like this DLC. In my vanilla game… I replace the parks after a while with a fresh copy from my gallery.
