That is a debug seat, so you can find it if you use the bb.showhiddenobjects cheat, which also explains why you can’t clone it, since debug items usually can’t be cloned. Here it is in the catalogue when you use the cheat.
Per this Reddit thread, you can unlock one in game if you grow and harvest the largest oversized mushroom and then place it on the ground and convert it to a stool.
