So far, CoL has been on sale for almost 24 hours. It is still not available in steam stores in China. Why not let mainland Chinese players buy it?

I understand where you're coming from. However, I can't begin to look into this for you until we rule out technical issues. The troubleshooting steps I've listed above help us do that. Running through those steps will either fix the issue or eliminate potential causes.
- EA_Lanna- @EA_Lanna It is not a hardware failure or steam failure. The fact is that this DLC is not released in our region at all. I asked steam customer service, and the reply is that this DLC is not released. So I wonder why only we can't buy it
