Restaurant says “incomplete”

Hello! I’ve recently ran into a problem in my Sims Game. whenever i go to the gallery, and place a restaurant onto a plot (for instance, i’m using sulani) it says that the restaurant is incomplete when i try to travel to it or it freezes my game and it says i have to relaunch it? I triple check that i have the same packs, no mods and no cc since i dont have those and it still says it’s incomplete. anyone else running into these issues?
