Scare Seeker lot trait claimed - but NOT added to Lot Traits panel

As subject. I have claimed the Scare Seeker lot trait, but I can't enable it because it's missing from the Lot Traits panel. I've restarted the game, but it's still not there. 

What do I need to to do to add it...?
