I'm not a console player, but I think the "Neighborfood Stories System" works the same way, so I'm only writing about this.
I assume you have NFS unchecked and off in "Game Option>Game Play", but what is the "Manage Households" panel set to?
If you don't have everything turned off and the "Enable Neighborhood Stories" box in the upper right corner of the panel unchecked, as shown in this image, then give it a try.
Be sure to close the panel by clicking on the "check mark" in the lower right corner. Finally, uncheck the "Game Option" checkbox.
Since I started using this way for my games, I have had no issues at all about NFS, so give it a try.

I am sorry that I did not understand your explanation properly and that it was difficult to understand.
Let me explain in order.
First of all, "NFS" is a misspelling of "Neighborhood Stories System". Sorry.
Next is the game options. When you start up Sims4, you will see a screen like the one in the image below (This image was taken when there was no saved data). Option should be in the "A" section. Click on it to open the "MENU" panel. Click on "Game Options" in the menu.This will open the "Game Options" panel. (The panel looks like the image below)
Click on "Game Play" in the menu on the left side, and you will be taken to a screen with Life Span, Wants/Fears settings, etc.
Scroll down and you will find the "Neighborhood Stories" section.
I believe this is also available on the Xbox.
And when I wrote "Finally, uncheck the "Game Option" checkbox." in post #4, I meant this game options section.
I wrote that the order to set up the settings is to set up Neighborhood Stories from Manage Household and then set up Neighborhood Stories in the game options. And this setting off everything is the way to turn off the Neighborhood Stories System completely.
So, I missed the part where you want to set only business to work, so if that is your setting, then you can leave this game options part as the default.

I think you are setting up the panel shown in pic2 above, which you can open by clicking on the upper right corner of pic1 above, but sometimes you are left with the settings you had before you changed the settings. For example, if you forget to set up the settings and have advanced the game by a day or two, the settings will remain in each Household as they were before the settings were changed. This can cause them to have babies, adopt children, or do other actions that you don't want them to do.
So, after changing the settings, it may be a hassle, but it is a good idea to check the panel of each Household and change the settings back to the way you want them.
Sorry for being so long-winded.
I hope this issue alone will be resolved.
