Sim can't access arts center lot

How often does the bug occur? Every time (100%)

Steps: How can we find the bug ourselves? Build a residential rental, bulldoze it, replace it with an arts center, and try to visit it
What happens when the bug occurs? Arts center interior is blurred out as if it's a residential/rental lot
What do you expect to see? Sims being able to access the arts center and it functioning as one
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes

I’m at my wits' end trying to figure out what’s going on here, so I’m hoping someone can help. Here's the issue:

I originally built a residential rental in Windenburg but decided I didn’t like it, so I bulldozed the lot and replaced it with an Arts Center I downloaded from the Gallery. Everything seemed fine until I had one of my Sims try to visit the new Arts Center lot.

When I opened the map, I noticed something weird: the Arts Center wasn’t even showing up on the map. Instead, I saw this strange residential rental icon overlaying the lot. But the icon wasn’t for the rental I had just deleted—it was showing the thumbnail for Bathe de Rill, which was the build on that lot before I made any changes.

When my Sim visited the lot, the entire place was blurred out, as if it were still a residential. I couldn’t interact with it normally either. The only options I had were “Knock on Door” and “Start a Break-In,” but neither worked because "no one lived there," and it wasn’t even supposed to be a residential lot anymore!

I’ve tried switching the lot type manually from residential back to Arts Center—no dice. It unblurred the lot, but then I got a route failure when I tried to make my Sim enter, and I’m still seeing those residential interactions in the pie menu.

For reference, I don’t have any mods installed that let Sims live on non-residential lots, so I’m pretty sure that’s not the issue.

Has anyone else run into this glitch? Is there a way to fix the lot type so the Arts Center functions properly and loses this weird residential overlay? Any help would be greatly appreciated!
