I typed in testingcheats true and none of my cheats work. it says cheats enabled but it doesn't apply the cheat. tried reloading game. tried shutting down other applications. tried repairing game. tried restart EA app. also deleted localthumbcache.package. out of ideas. no mods.
TestingCheats worked if the game told you that cheats are enabled. What cheat are you trying to use and how are you trying to use it?
EDIT: It's hard to help without knowing what you're trying to do and how you're trying to do it. The only guess I have is that you might be trying to use right-click to access the cheat commands on a Sim or an object. If that's the case, you need to use shift-click instead.
I'm trying to use the friendship cheat in between two sims. the friendship bar doesn't change even though I triple checked that I typed it right. I did make sure cheats were enabled before I typed in the cheat as well.
I just checked this cheat in my game and verified that it works for me. There was a slight delay before the change took place but it was just a few seconds.

Change the names to match your Sims and change the value to anything you want, between -100 and 100 inclusive.
