sims 4 for community participation in public spaces design/urban planning

Dears, I work for a community participation institution, and we are trying to use innovative tool to engage citizens in decision making, one example would be to have the citizens participate in designing public space like parks and beachfronts using electronic games, we used Minecraft in the past but we werent extremely impressed so we want to try the sims 4 for that purpose.. the idea is that we need to replicate the actual space that we want to design on the sims space, and then have the participants go to it and put their designs in it, is this possible? is their a version of the game that can be accessed with the browser? what pack/bundle do we need to have the widest variety of items and building blocks that can be used by the participants? is it possible to replicate the actual space on the sims world?

it is worth noting that the participant are normal citizens that will probably receive a training to use the sims for this matter. 

ps. simcity does not work for this activity because the game does not provide the level of details that we need

    @khaled_ash 

    The Sims 4 can not deliver the level of detail you would need nor would it be possible with any kind of cooperation. Instead search for city planning tools.

    but i need to know on whether i can replicate the space that i want to redesign in reality on the sims or not, and if not i can choose something similar to it, and what packs do  need to get the maximum number of items that i can use to build the public space/ park.

    A speed build is done by first recording a video of what you do then opening it in a video editor remove wasted time (like how you find the thing you want to place in build/buy) so you only see it being placed and the speed of the video is also increased considerably. 

    If it is something like that you want to do and then post on youtube for others to see what you have done then you can indeed do it with the Sims a video editing program and a microphone to add voice.

    What packs you need depends on what you want to place. In details for the various packs you can see which items are in it.

    @khaled_ash Hi there, I feel I should add that the game is only accessible from an ea account/steam account on PC/Mac that has purchased the game, or via console but I have no experience on those platforms. This means that it may cause some issues with getting others to install it, however, if it were to be done on-site, it sounds doable so long as they use the device that it is pre-downloaded on.

    In regards to the building itself, there is a bit of a learning curve to it which I'm sure youtube tip videos could help you with, but for a large number of users to meet the full potential to be able to make a real world plan, it can be incredibly tedious and time-consuming. I have personally taught absolute beginners and it's not something that everyone can pick up quickly.

    I do however believe that if all of what has been said above is not offputting to you, it is an extremely useful tool to design real-world environments as I have done so personally to extreme accuracy.

    For the items, you are looking for, and with the budget that I'm sure you are looking to not overspend on, my best suggestion would be to either just buy the base game and find custom content in the areas you are looking for (which are free, just may take a youtube video to explain installation) or getting a bundle pack when you buy the base game that will already give you a foundation of starting items.

    If you are still interested in the game, I would be happy to give you more advice on the types of custom content/expansion packs that would be best depending on the type of options you are trying to provide.

    Thats awesome Sohpie thank you so much and yes please i would be grateful for any help you can offer.. we normally go with minecraft but lately i started feeling that its not doing the job we need
