I've had this same issue. I had my child die of the cold. As Amityleehorror said, the grim reaper came, I clicked non-playable ghost and then when I tried to hold a funeral, the child didn't appear. I checked the family tree and they appeared alive. From the grave, I added the ghost to the household but they appeared as alive. I tried killing the child again and the same thing happened.
