Sims not Responding to interactions

I've been having this issue for a few days, and it's the first time it's happened. I started a new save with a household of two, and after I built the apartment and went to actually play with the sims, they won't respond to any commands/interactions. There is no lag when I press the sim to open their interactions, but once the Sim is in front of the other, they just stare at each other. I went to another base game household, and I wasn't having the issue with them so I'm not sure if it's a bug with apartments or not. I've tried opening and closing my game multiple times and it still happens, I've reset both sims multiple times, but they still won't respond to any commands/interactions even after a few minutes.
