Where the Relationship section for a Proposal? As for the Pregnancy issue, I think that I might use MCCC. But when I do click on Start Pregnancy, the partner that I want that sim to be pregnant with doesn't show up in the options.
When you click on the pie menu, there is a category called Relationship. When you click on that, there is a “ change relationship” option. By clicking on that, there is an option to propose if they have a high enough romance level.
