"Smeagie" Problem

You know Smeagie. He is referenced in For Rent when there is the "Abandoned Smeagie" secret. I saw Smeagie was uploaded to the Gallery by the Simmer who posted about him on reddit. Amused, I decided to download him and add him to my game. Upon trying to add him to my household which contains a single Sim, I soon found the CAS edit mode was in the "Playing with Genetics" mode, there is no Smeagie, my Sim does appear, but their little face tile is dulled out. I decided to go along with the genetics thing, and soon my Sim has a sibling, but it is still stuck in "Playing with Genetics" and is now stuck on the newly created sibling. I hit cancel after that. 

I then tried adding him to a townie's household. The same thing happened with it being in "Playing with Genetics", but I decided to hit save. When I checked the household Smeagie was not a part of it. I then decided to see if I should just start a new game, which led to creating a new Sim and then adding Smeagie. The same thing happened. 

I decided to check comments left on the download and nobody else seemed to have problems adding him to their worlds.

After all this I decided to look for a random dog on the gallery and tried adding her to a household. That worked smoothly.

Has anyone else experienced this problem? Or can someone who reads this and owns Cats and Dogs test to see if they can add Smeagie to their game?
