social interactions cancel?

none of my socials complete. not because of routing, they can be in front of each other and not able to complete interactions, they just cancel midway through. cannot woohoo, cannot flirt etc. all socials just get canceled midway through. tried visiting a different lot and reloading the game but it persists.
