spice market issues and more

I'm wondering if this is happening to anyone else. When i go so the Spice market neighborhood of San Myshuno, everything starts to overlap. I can't go to any of the vendors or participate in the spice challenge because nothing in that park works. I'm also having issues with the time for sims. For example, if my sim starts work or class at 9 they won't leave until 10:30. How do I fix this problem?
