@Mostbeautiful_26 I did find that if I move the stairs over one tile to the center of the downstairs hallway they do work, even with various options of walls upstairs (open on one side, not open on either side). In that case, I am adding info about a suggestion to rearrange a bit to make that work. Hopefully something will be helpful to you:

However, I did find that this exposed an area of the roof where it didn't clip (see the black rectangle behind my sim on the stairs... that is the eave of the roof that is not clipping). My test sim was able to walk through the unclipped roof area apparently, but it doesn't look good. So... The roof could be done differently, or you can just drag in the eave on that piece of roof to make that area clip properly:
As an aside note, I did notice some debug items on the lot... one of which I know has caused players issues in live mode, and a few others I thought I'd mention. I do use MOO myself, and certain debug items, but you always need to carefully playtest when using either. Certain debug items are known to cause issues in gameplay... from things like blocking sims when it's not apparent that it's happening to causing crazy unrelated glitchy behaviors. For instance, the grocery bag, unless EA fixed this issue, will cause issues for the player in relation to some sim behaviors when used for clutter. I think I did some helping of someone where it was causing some issue in their ability to use food items in their refrigerator? I don't remember for sure. It's a cool looking clutter item, but it is attached to gameplay for food delivery, so it does not work properly to just pop it in for clutter. I can't remember if debug bills cause issues (you have some on the desk), but I think I found at least one of the mail items in debug caused issues or self deleted on lot placement, or work just fine for clutter (for instance, I use a small package item in debug on a table for clutter sometimes that causes no issues). It's fun to use MOO and debug items, but it's important to keep in mind to watch out for things when you do. Enjoy your home!
