Hi! This happens to me a lot personally and i also use quite a lot of CC/Mods!
Im wondering if maybe you have a loading screen replacement that may be affecting it? Or you could simply try the 50/50 method where you take out half of your cc, test the game and continue doing that until you find whats causing it.
I doubt it is a CC issue (Except maybe the amount causing the game to crash/not load) but its always good to check as there could be something like a corrupted file <3
