[The Sims 4, Mac] DLC not playable since August 'pack selection' update

First time posting so apologies if this is the wrong place to post. Since the pack selection update I no longer have access to some of the DLC that is installed on my device. It is not selectable within the game when I try to select the unavailable packs within the pack selection screen it says 'This Pack is not available' on mouseover.

There are 3 stuff packs missing, and 40 kits. All relevant DLC was purchased through the EA app and shows as installed on the EA app. All was working as expected before the update.

I have tried clearing the cache in the local folder, clearing the cache through the EA app, uninstalling and reinstalling the relevant DLC, fresh install of the game, fresh install of the EA app. I have tried deleting the UserSetting.ini file as seems to have worked for others. I have checked to see if there is anything written in Advanced launch options, there isn't. I have checked if all DLC is installed in the same folder along with base game, it is.

On a fresh install with a fresh folder the DLC shows up as expected and I can start a new game. However, after saving and exiting, when I then open the game for a second time the DLC is missing once again. It is extremely frustrating

I am playing on Mac (and it's a newish Mac on which mods have never been installed).

Please please pleeeease can someone help me I am going out of my mind.

    Please can you provide full file paths for these folders you are referring to, starting with Macintosh HD or the external drive if you are using one. You can substitute your user account for something else, I don't need to know that personal detail, but I do need the full file paths please.

    What "local folder" are you referring to here?
    Documents - Local > Electronic Arts > The Sims 4. I'm talking about everything marked 'cache' that is usually safe to delete.

    What "same folder" are you referring to here? DLC is installed in the Sims 4 Packs folder, separate to the base game but must be in the same location.
    Macintosh HD > Applications > EA Games > The Sims 4 Packs is where I've been checking but let me know if I'm meant to check somewhere else. The folder names correspond to the missing packs so it should all be working

    What is the "fresh folder" you refer to here?
    I mean backing up everything and temporarily removing the files so they repopulate on a fresh install. It works if I do that but only for one game session, then the problem returns whether or not I restore the old save files or not.

    Is it the Sims 4 folder that contains your saves, mods etc.? If so, are you only moving out a few files and not starting with a completely clean Sims 4 folder?

    You say your local folder is "Documents - local" which would indicate at some point you have used/are using iCloud Drive syncing your Documents folder. Is that still the case?

    So an update: things seem to be stable only **after** finishing the current in game event, the 'Forever Friends Event'. I am not sure if this is a coincidence or not. I think there was a period a month or two ago after the previous event where the game worked as expected for a couple of sessions so would it be possible that the missing packs are somehow linked to the in-game events?
