There are no community lots in my recently downloaded game

I just downloaded sims 4. I was expecting there to be a community, (gyms, restaurants, ect.), but instead its all empty lots. I have had sims 2 and 3 and both of them had general communities without ...

@rachelshie Hello. Can I clarify if you are seeing the 'worlds' screen and what 'worlds' you are seeing there? For instance, if you see "Willow Creek", when you enter "Willow Creek", you don't see any community lots? (There should be a library, gym, nightclub, museum and park.)
