[TROUBLESHOOTING] - Meals greyed out; My sims can't cook or bake?

Hi! My sims are unable to cook at all. All meals are greyed out (except for the tortilla wrapped veggie dog??). The "Have" and "Serve" options have completely disappeared and I'm not sure what do to....

PipMenaceI don't have lot challenges on. This is happening across all my game saves. 

When I hover over the greyed out meal, it tells me what's required to make them.
