A mod that at least changes the animation is possible. I experimented with it a little, though things did look a little awkward. First off since that vacuum is designed to look like it sucks up weeds within an area, the animation I used made it seem like my sim just removed the weeds on one plant then the surrounding weeds just sort of magically disappeared. Also the animation I used was shorter than the vacuum animation, so once the animation was done my sim stood there idling for a couple seconds until the actual interaction finished. The animation I used was the one where a sim uses their hands, and I also tried the animation for Super Sell but it also finished too quickly so it looked a little awkward.
I'm sure a more experienced modder could make something that looks decent, though I'm only capable of simple tuning mods and know nothing about animations. If I knew how I would create a custom version of the Super Sell animation, making it the same duration as the vacuum animation and then set it to the weeding interactions.
