You need to build up their romance somewhat to be able to ask to be boy/girlfriend.
You can not enter the cheat like that you need to get their actual IDs and enter that. Given that you want them to be involved using that cheat would be counterproductive as it would mean they had no relationship at all.
So, I need to delete the relationship and do all of it over again without using cheats?
You might want to check them in CAS to see if they are related and what their gender preferences are? You can also check the family tree for blood relatives. And you can use the Romance>Flirtation>Ask about Romance/Woohoo Interests.
