Vendors don't arrive or stay

I have the B&H expansion pack, I have a coffee shop/ bar and before I would hire a mixologist and a coffee vendor and they would tend those bars. But now when I do it they either turn up and then leave immediately, or don't turn up. My employees also disappear after a few minutes.
