What is the cheapest PC option for running TS4 with all expansions and dlc?

So I am looking to buy a computer (PC) That will practically only be used for TS4, but have next to no knowledge as to what specs I should be looking for since this will be my first computer purchase...

    This is about the cheapest you can get and still be able to play the Sims 4 with all expansions on ultra settings.
