Why are stalls not auto manned on public lots?

I know this issue has been mentioned in several places and forums already but I am mentioning it again. Come EA this needs addressing. Why should I need to pay 100 simoleons to then also have to pay ...

Totally agree with you.  I've made food courts etc and always a shame that there aren't any vendors and it requires our sims to hire them
