Why is there no workers coming to the university commons?

I have played through sims 4 discover university a couple times with my legacy game play. All of a sudden I can't buy meals from the commons. I can only do the food stalls. There is no option to order food from. Any tips would be helpful. I am playing on ps5. Thank you.
