"Your sim is currently in this lot" when there is no sim on the lot.

I bulldozed a lot in Cooperdale, the sim living there has been evicted and there are no sims on the lot. When I go to the lot from manage worlds, straight it to build mode, and try to change the units on the lot (residential rental) the options are greyed out and if I hover over them I get the error "Your sim is currently in the unit".
No mods/cc.

Does the Sim you evicted live somewhere ? If not, can you try putting them somewhere, load that lot, go back to map and then try again ?Yes the units are empty.
I have moved my sim in somewhere else and played with them on that lot. Still get the error!
Update: this happens on any lot in any world. Even an empty lot I've never been to before, if I go to it in build mode from Manage Worlds and switch the lot type to residential rental is says "Your sim is currently in this lot"
