@jairsian are all the rental units empty ?
Does the Sim you evicted live somewhere ? If not, can you try putting them somewhere, load that lot, go back to map and then try again ?

Yes the units are empty.
I have moved my sim in somewhere else and played with them on that lot. Still get the error!

Update: this happens on any lot in any world. Even an empty lot I've never been to before, if I go to it in build mode from Manage Worlds and switch the lot type to residential rental is says "Your sim is currently in this lot"

I followed the steps to back up and reset (https://help.ea.com/en/help/the-sims/the-sims-4/backing-up-and-resetting-the-sims-4/) so I could check with a totally new game, and still got the error
