I think hints would be a great idea to make it feel autonomous but also within your control. Like for marriage the npc could ask you to discuss getting married first and you could accept or reject with no consequences. Then only if you said yes, they would pop the question. I wish they had designed it that way!

I don’t have HSY and no mods (console) and I don’t have autonomous BFF requests or proposals. But since getting Growing Together I do have the move-in requests. So I think everything is from the packs, not the updates.
