What was the relationship between the two people - if you remember (was it their first meeting). I'm trying to recreate it ingame if it's not random. lol

In Sims 2 Apartment Life we could do it at anytime. I wouldn't be suprised if it s broken and gets fixed.

this is actually because of where the sim lives, because my sims never did this until i moved into the get together town, and suppose residents of the same town will initiate this too.

I have seen sims I made in CAS out and about and run into a good friend and greeted them with the kiss on the cheek, several times. I love that interaction but it is completely automatic. :)

Cheek kiss greeting is a autonomous greeting that is done randomly depending on your social skills your relationship with the other sim and whether in a club gathering and their rules and restrictions. The check kiss interaction is available to Family, and Romantic relationships if strong enough. The cheek kiss is available for family to child, but is removed from the teenage stage of life as that is just weird, and added back for young adult, adult, elder to child. The cheek kiss is also in romatic interactions for Teens young adult, adult, and elder.

I just love how this happend just today to my sim, where Jade Rosa came up to her and kissed her on the cheek without even knowing her (the introduction options were still available for my sim to use on her) and then not a second later Eva did it too. It's not a thing you see often but I don't think it's specifically for romantic interaction.
