1) the Fox in Cats and Dogs is a Dog. (The raccoon is a cat)
2) they've said that they added new animations and AI for the wild (non-pet) foxes in Cottage Living. And that yes, they will attack your hen house.
Now, if the new animations and AI are enough of an improvement, that still has to be seen. But they've at least put some effort into differentiating it from the one in Cats and Dogs.

No, they cannot be added to your house hold or tamed. They are not the cats and dogs foxes. They are like Cottage Living bunnies and birds. Can be befriended but never a pet. They cannot be trained, but can be helpful in someway if befriended. Closest thing in game currently from my understanding is dolphins from Island Living but not.
I don't know if the wild foxes are like that of the dolphins from Sulani. But the birds and bunnies seem to be on that same befriended system.
I never said they are like the dolphins but they are the closest thing we have at this time. Foxes from Cottage Living are like dolphins in that you can befriend them and unlock useful interactions, yet they can never join your household, you need not take care of them as they are self sufficient. This is very unlike the animals in Cats and Dogs. Cottage Living foxes sound nothing like the foxes from Cats and Dogs other than looks..
We know bunnies and birds have houses you can put on your lot to have them hang around your lot more after you befriend them. They haven't said that about foxes to my knowledge just that can befriend them and they will help around the garden somehow. Maybe they too have houses, maybe not.
Your right though these new birds, bunnies and foxes are not like any animal currently in game and are on a new system we don't know much about. I can't wait to learn more how these new animals work both the wild birds, bunnies, and foxes, and the new tied to objects cows, lamas and chickens.
