Well there is a way but it might not be suitable towards all players. Just use the relationship edit cheat.
Instructions
1. Open cheat panel (press control, shift, c)
2. Enter: Testingcheats on
3. Enter this: Modifyrelationship (first name last name) (first name last name) (amount) (type_main)
Example: modifyrelationship Mary Lin Mark Parkins -20 romance_main
This will also work with positive numbers and all other relationships (friendship etc)
