By the Color of the moodlets I assume you are using Meaningful Stories? In meaningful stories there are times that it takes more than just having more +positive emotion to overtake another emotion.
I have three instances where a +3 happy cannot override +2Angry (which is great btw) however when it comes to this, I think the "Fine" moodlet from the vampire powers is not recognized as a "Positive" emotion and the game thinks that the moodlet was like other negative emotions that do not contribute to the overall positive emotion.
