Do dogs not 'work' in apartments?

@NRowe My Sims often have dogs in apartments...

It requires a little more work because your Sim needs to take the dog out for a walk. When Sim and dog reach down the street you can interrupt the walk, release the dog from the leash and ask the dog to do what it is supposed to. The mission is complete.
On second thought, it's actually quite realistic :)

I just put my dog on a leash and tell my sim to go out and the dog follows. When outside I ask the dog to do the business. You can also take the dog on a walk just fine in my game. So dogs in apartments works just fine with me, it's just more demanding because I don't let them go outside alone like I do when they live in a house (like IRL). I don't want my dog to potty on the balcony or go outside alone in the city surroundings.
