Emotionally Mindful - is it supposed to be always "on?"

I was wondering if the Emotionally Mindful mood is supposed to always be on? Mine never seems to go away, and it's worth 10 points, and my sim is only just Fine because that moodlet is neutral. My sim is a painter, and generally gets about 6-7 points of Inspired and sometimes that many in Confident, but because no single mood adds up to more than 10, it never replaces Fine with that mood. I keep getting whims to become Inspired, but until her mood shifts from Fine to Inspired, I can't fulfill the whim. I'm rather stuck at Fine 100% of the time. I am not sure if it's a bug/glitch, or if I'm just not doing something right.
