Emotionally Mindful - is it supposed to be always "on?"

I was wondering if the Emotionally Mindful mood is supposed to always be on? Mine never seems to go away, and it's worth 10 points, and my sim is only just Fine because that moodlet is neutral. My sim...

Ah ok, ty! I'm going to try that, I haven't used it before, I don't really understand this new emotion system yet.
