This happened to me. My sims went to the geek festival and the rain broke the computers lol so my sims that were on a date just Wooho’d in the space ship and telescope the entire time.
My Sims couple also did so ... once (although they were not on a date, but just took regularly part in the festival -> their participation in Hackathon or gaming challenge was required to make the event a success).
Unfortunately, my second Sim not only seems to have a fear of Thunderstorms (she always gets tense when they happen, even at home), but also her umbrella broke in the weather and she became soaked to the bones due to the heavy rain ,,, so she decidedly was not in the mood for another round of rocket Woohoo
Therefore I decided to let them return home early

I think it adds a nice touch of realism. I am really loving things not always going to plan now.
A part of me agrees. After all in real life there often are festivals that get canceled or cut short due to the weather.
Another part of me thinks that preparing for not so good weather would be a realistic expectation for organizers of a festival that takes place in fall
