Kidding. I haven't made one, curious to see if anyone has. Don't see how it would work, realistically anyway, but I suppose there are ways to work around every creation. I mean, if you ignored the functionality and just decorated it as a B&B upstairs while utilising it as a restaurant then it could work as a business.. This is tempting, you know. I have placed some really nice old builds .. usually Victorian on general lots so that my sims have somewhere else to explore and maybe come in contact with new "hobbies" they would enjoy. It's good for story telling to me and just a change of scenery or course. They are also good for dating although I think you have to ask after you travel for some reason.. or something like that. I haven't played a Lothario in a while so forget.
I did download from the gallery a really nice build by @HarperJane that was something based off the original sims Gothic Quarter. It's called the Gothic Quarter Lounge (bottom left). I think something like that would give you a closer experience, especially if you have detached buildings.. in one you would put things the service workers or performers might go to.. in the other put in your bedrooms ect. That way your sims can go out directly and enjoy a drink ect.. but still have some privacy in certain areas. This one wasn't built to be a B&B of course, but I put a bedroom on one of the top floors. So far the visiting sims haven't interfered.
I'm a fan of B&B's but have always stayed in them as a tourist and usually we are in places that are historical.. you mostly walk and sight-see, eat and drink lol. I thought Magnolia Promenade looked like that type of place so that's where it is.
I think many of the other lot types could serve also.... especially a small bar. - I made a Town for Briddelton Bay and there is a Hotel in it so if Sims get tired they can stay the night and sleep and shop in the shopping district the next day. The best I can come up with.

Your entire post has me drooling all over the place. What a pretty Gothic Quarter, too!- I have, sort of. When my sim married Eliza Pancakes, Bob took off and left her the house. Now I use it as a B&B.
How? I move sims in through manage households week-by-week. Occasionally I take control of Eliza and run her by to cook and clean. Then I pay myself with the money cheat.

Well, update!
So far, I've downloaded that lovely Gothic Quarter Lounge, placed right where @HarperJane suggested, moved Elias Manderly into a house next door. I had him travel to the Quarter instantly and start working the bar.
@Hermitgirl - I got so excited I hit exit instead of save! (facepalm).
Anyway, I have no idea how to make this a really, TRUE bed and brekkie, but we do what we can, right?

Glad you're excited. Also some big Victorian homes would work. Bar or Lounge stuff on bottom. Could even make it really homey or stately. She has some wonderful builds. Usually the sims that visit stay where the action is.
