Oh I checked Hip Bump and it did indeed not count for researching Flirty emotion, my bad!
But Practice Pick-up Lines in the mirror counted.

This worked for me just now:

Step 1: Have Flirty or Very Flirty as your active emotion
Step 2: Select Practice Pick-up Lines in the mirror, the interaction should have a pink tag on it if your Sim is Flirty
Step 3: After you Sim starts talking into the mirror, cancel the interaction. Once the interaction is cancelled, you should be at 25% done like in my picture

From there just do that 4 total times and you'll be at 100%.

Remember, you only get credit if you're still Flirty when the interaction finishes, so don't stand there practicing pickup lines while your flirty moodlets tick down to nothing.
