I haven't had that issue. I help a play date and they were able to interact with everyone just fine. Their communication was almost maxed out when I had it though. Once you get it up higher and your still having the issue it would have to be glitch. If you have the MC Command Center mod you could use it to at least get past the introduction part and build their relationships from there.
