The game says a very-not-well reputed sim can "bribe" for friendship or something?
Try mentoring them in something your sim's good at, fitness, music, painting? The first option is easier at gyms. Cloud/star gazing also build friendship over time, so does dancing to the same stereo.
Of course, relationship cheats will likely always work if you don't feel like going extra miles for all those chores :smile: It seems like keep tossing changes at a busker/entertainer get sims back on the positive side of the spectrum rather quickly.
