As LaBlue said, in the volcano island in front of the shipwreck lot, just to the left. The easiest way to find it is to follow the sand path that leads from the waterfall down to the beach. Once you get to the beach slowly pan the camera left, it initially looks like an outcropping of rock but on closer inspection you'll see it's a turtle ?.
