Is there an easier way to find plants?
Is there another way to find plants then to bounce all over the Sims world only to not find any kind of plant? And even if I do find plants they're never ready to harvest or I can't take cuttings.

You need at least medium wall height to place rooms with trees in them. Walls are set to short by default.
As for the cost, the gallery doesn't list the value on items created in game. But it'll add the value of the plants and harvestables to it when placing the room.
