Modders like Arnie or TwistedMexi will probably be able to make mods that can make us do simplified versions of it. I'm not sure I would call Arnie's mods for Create-a World though.
As for Maxis themselves, I'm not sure they can make a create a world tool because the sims4 has very low system requirements. They also risk lowering game performance even more, and it's pretty bad now in build mode.
