I found it. Took a while of searching to find one that works, but I did. There are far TOO many sites out there with lists of non working cheats.

relationship.introduce_sim_to_all_others

It works. You need to have your cheat window open. I do not know if you have to type in testingcheats true or not because I have a mod that keeps it active. I will guess that you do though.
