I can see toggles as a good addition to the game if they were implemented at the save level rather than overall. It might be nice to select which packs are active on a save by save basis for storytelling reasons. In one save, I might be playing a more realistic sports star sim and not want occult’s running around, yet in another save occult’s might be perfect.
