I wonder if there is a gameplay issue or bug report about this sort of thing. It seems like children should come home in pretty good shape from getting cared for away from the home absolutely. Maybe not totally green but in good shape.... because you as the player have no option to make a caregiver/facility do more in that situations. As opposed to encouraging better work from a nanny or firing them if they slack off in your home....
