It doesn't sound impossible to apply something so that they would have removed the tail when they were sitting down and apply it back when they are standing. Kinda like how mermaids work when they swim in the water.
It seems they decided to let these werewolves wear clothes a lot though so maybe that's why there are no tails, maybe that would have clipped a bit too much with them wearing clothes.
Edit: I guess a normal tail would have worked too with this solution, nevertheless, they probably decided for this solution so that they would look better wearing clothes.
