Hair is a valid request. Most black people have hair with a very curly texture. This type of hair isn't really available at all in the base game. The Sims 4 is supposed to be about diversity and inclusion (their words), so asking people to pay extra money for black sims to have regular black people hair is ridiculous.
ETA: An imperfect analogy would be monolids. A lot of Asian people have monolids, instead of double eyelids. Even though many Asian people have double eyelids and those who weren't born with double eyelids can achieve the look by having surgery or using tape, it would be messed up if the Sims didn't have the option of making a Sim with monolids in the base game because that's a really normal Asian facial feature. Likewise, some black people are born with non-curly/kinky hair and others can achieve different styles through chemicals and hair products, but it would be messed up not to have regular kinky hair in the base game.
